Back in the 1970s, the CBS Standards and Practices Department (a.k.a. "censors") wouldn't let actresses be bare-legged when wearing anything with a "high cut" leg. It was the same for Catherine Bach when she played Daisy Duke wearing those ultra-short shorts which bear her character's name. That's why you see Lynda wearing hose/tights under her WW uniform and swimwear.

Basically, nude hose was the only thing allowed to give the allusion of bare legs on women.
